| WEST COAST RESERVE FORCE WILL RECEIVE NEW COMMANDER |
| COAST GUARD ISLAND, ALAMEDA, Calif. - Reserve Rear Adm. Rear Adm. Duncan C. Smith, III, will be relieved by reserve Rear Adm. Michael R. Seward as Coast Guard Pacific Area senior reserve officer and then retired during a change of watch ceremony Saturday at 10 a.m. on Coast Guard Island. Smith will be retired during the ceremony having completed 36 years of Coast Guard service. Smith is the senior reserve officer for Coast Guard Pacific Area, which covers the U.S. West Coast, Alaska and Hawaii. In this position, he directs the recruiting, assignment, training, leadership and support of over 1800 Coast Guard reservists. These personnel perform a wide variety of Coast Guard duties including: vessel inspections, security boardings, search and rescue, oil spill response and personnel support. They also form a number of naval coastal warfare and port security units that deploy to support U.S. military coastal operations overseas. In his civilian capacity, Rear Adm. Smith is a partner in the law firm of Blank Rome LLP in Washington, DC. Seward previously served as reserve chief of staff, Eleventh Coast Guard District, Alameda, Calif. In his civilian capacity, Rear Adm. Seward is a California almond farmer. Vice Adm. Charles D. Wurster, commander, Coast Guard Pacific Area will preside over the ceremony. A senior reserve officer change of watch ceremony is a time honored naval tradition, which formally restates the continuity and authority of command.
